ISSUE

 

The Regina Warehouse Business Improvement District was created to encourage the development of a prosperous warehouse district.  The Board of the Regina Warehouse Business Improvement District is required to submit its annual report for the preceding year to Council, together with a complete audited and certified financial statement of its affairs with balance sheet and revenue and expenditure statements.  The Regina Warehouse Business Improvement District activities are guided by a board of directors according to the responsibilities and obligations in Section 25 and 26 of The Cities Act and Bylaw 2003-15.

 

IMPACTS

 

As the Regina Warehouse Business Improvement District is a business improvement district of the City of Regina, the audited financial statements have been consolidated into the Citys 2021 Annual Report and Consolidated Financial Statements.

DISCUSSION

 

Section 11 of The Regina Warehouse Business Improvement District Bylaw, 2003-15, requires that:

·         On or before May 1 in each year, the Board shall submit its annual report for the preceding year to Council together with a complete audited and certified financial statement of its affairs, with a balance sheet and revenue and expenditure statements.

 

In March 2022, City Council approved the Regina Warehouse Business Improvement Districts 2021 budget. The financial and nonfinancial results for the year ended December 31, 2021 are presented within the Regina Warehouse Business Improvement Districts 2021 Annual Report and included as Appendix A of this report.

 

2021 Annual Report

Highlights from the Regina Warehouse Business Improvement Districts 2021 Annual Report, attached as Appendix A, include:

 

·         The December 31, 2021, audited financial statements reflect a deficit of $16,829 in revenue over expenses. The deficit was the result of a property assessment appeal that reduced the 2021 levy by approximately $20,000. The deficit will be covered from the operating reserve.

 

Some key events delivered by the Regina Warehouse Business Improvement District were:

·         Warehouse Block Party: On August 28, 2021, the block party was hosted by the Warehouse Brewing Company and Local Market YQR.

·         Food Truck Wars: On August 29, 2021 the Centennial Market’s Truck returned with twelve food trucks, four local celebrity judges, and approximately 4,000 attendees.

·         Nuit Blanche: The fifth annual Nuit Blanche festival transformed District into an outdoor art gallery during the night on August 28, 2021 with 1,500 attendees.

·         Footprints Commemorative Indigenous Art Project: On August 14, 2021, the Regina Warehouse Business Improvement District and the Regina Downtown Business Improvement District worked with local Indigenous visual artists to create posters and stencils of original artworks incorporating footprints to honour the thousands of individuals impacted by residential schools in Saskatchewan.

 

Additionally, the Regina Warehouse Business Improvement District received the IDA (International Downtown Association) Award that recognized the Staff Supper, a joint project between the Regina Warehouse Business Improvement District and the Regina Downtown Business Improvement District, with the Downtown Achievement Award of Excellence.

DECISION HISTORY

 

At its meeting on March 30, 2022, City Council considered item CM22-8 - Regina Warehouse Business Improvement District - 2022 Budget and adopted a resolution to concur in the recommendation contained in the report.
