CONCLUSION
The information contained in this report provides an update with respect to events subsequent to the April 9, 2019 meeting of Finance and Administration Committee where report FA19-5 - The Regina Property Tax Bylaw, 2019 and The Education Property Tax bylaw, 2019 was considered.
BACKGROUND
At the April 9, 2019 meeting of Finance and Administration Committee, report FA19-5 - The Regina Property Tax Bylaw, 2019 and The Education Property Tax bylaw, 2019 was considered.
The report informed Finance and Administration Committee of the information to be used in preparing The Regina Property Tax Bylaw, 2019 and The Education Property Tax Bylaw, 2019. At the time of the meeting, the Regina Downtown Business Improvement District and Regina’s Warehouse Business Improvement District mill rates were not available.
DISCUSSION
Subsequent to the April 9, 2019 meeting, the Regina Downtown Business Improvement District and Regina’s Warehouse Business Improvement District submitted their proposed 2019 Budgets to the April 17, 2019 Executive Committee meeting. Table 2: Mill Rates by Taxing Authority, in Appendix A, has been updated to show the mill rates for the Business Improvement Districts.
Regina’s Warehouse Business Improvement District
At the April 17, 2019 Executive Committee meeting the Regina’s Warehouse Business Improvement District submitted EX19-16 - Regina's Warehouse Business Improvement District - 2019 Budget for consideration. The budget contains a mill rate of 0.50396 mills. The Executive Committee forwarded EX19-16 for City Council approval at the April 29, 2019 meeting.
Regina Downtown Business Improvement District
At the April 17, 2019 Executive Committee meeting the Regina Downtown Business Improvement District submitted EX19-15 - Regina Downtown Business Improvement District - 2019 Budget for consideration. The budget contains a mill rate of 0.5997 mills. The Executive Committee forwarded EX19-16 for City Council approval at the April 29, 2019 meeting.
RECOMMENDATION IMPLICATIONS
Financial Implications
The Regina Property Tax Bylaw, 2019 sets the mill rates to be levied on all taxable assessments
in the city to raise the money required by the City of Regina, the Public Library and the business improvement districts for 2019.
