EXECUTIVE COMMITTEE - FEBRUARY 15, 2017

 

The Committee adopted a resolution to concur in the recommendation contained in the report.  Recommendation #3 does not require City Council approval.

 

Mayor Michael Fougere, Councillors:  Bob Hawkins (Chairperson), Sharron Bryce, Lori Bresciani, John Findura, Jerry Flegel, Jason Mancinelli, Joes Murray, Mike O’Donnell, Andrew Stevens and Barbara Young were present during consideration of this report by the Executive Committee.

 

 

The Executive Committee, at the PRIVATE session of its meeting held on February 15, 2017, considered the following report from the Administration:

 

RECOMMENDATION

 

1.              That Out-of-Scope employees receive a 1.50% General Wage Increase effective January 1, 2017. 

 

2.              That the City’s Executive Leadership Team (ELT) not receive a General Wage Increase for 2017 (0%).

 

3.              That this report be forwarded to the February 27, 2017 meeting of City Council.

 

CONCLUSION

 

Approving the recommendation that Out-of-Scope (OOS) employees receive a 1.50% General Wage Increase (GWI) effective January 1, 2017 will:

-              Ensure OOS compensation remains competitive; and

-              Support the City of Regina’s need to attract, recruit and retain high-valued OOS employees.

-              A 0% GWI for ELT demonstrates Executive Leadership’s commitment to reduce administrative costs and recognizes the challenges faced in the broader public service.

 

BACKGROUND

 

OOS employees are not governed by a collective bargaining agreement, but historically the GWI for OOS employees have been similar to negotiated increases for other bargaining units.

DISCUSSION

 

Recommendation: Implement a 1.50% GWI for OOS employees.

 

Approving this GWI provides the following benefits to the City of Regina:

 

·              Maintains the separation between OOS employee wages and CMM wages;

·              A one year recommendation (2017), allows the City to review and reconfirm compensation levels for OOS employees on an annual basis, taking into consideration local market conditions and negotiated increases for all bargaining units;

·              Demonstrates to OOS employees that they are valued and rewarded for their contributions; and

·              Promotes employee satisfaction.

 

RECOMMENDATION IMPLICATIONS

 

Financial Implications

 

A 1.50% GWI for 231 OOS employees will cost approximately $340,000.  The recently approved 2017 City Budget includes the required funding for this GWI increase.

There are several strategic implications related to this recommendation:

·              Demonstrates to OOS employees that they are valued and rewarded for their contributions; and

COMMUNICATIONS

 

As in past years, if approved, a general communication shall be issued to all OOS staff by the City Manager.
