WHEREAS Section 27(1)(b)(i) of The Procedure Bylaw, Bylaw No. 9004 provides that a majority of Council may vote to reconsider a decision taken at a previous meeting provided that the member seeking reconsideration has given the appropriate notice of their intent;
WHEREAS City Council approved a User-fee for all curbside waste services (recycling, food and yard waste and garbage) based on garbage cart size with two garbage cart size options at its meeting on October 26, 2022; and
WHEREAS an approved amendment changed the affordability program to apply to all low-income households rather than Administration’s recommended option which would have had the affordability program apply only to low-income households with seniors and/or persons with a disability; and
WHEREAS this revised rebate would be inconsistent with the Water Utility Rebate recently approved by City Council for water rates, leading to potential confusion for residents; and
WHEREAS providing the rebate to all low-income households rather than restricting it to low-income households with seniors and/or persons with a disability will increase the annual cost from $100,000 to $500,000, representing an increase to all users of $7 annually.
THEREFORE BE IT RESOLVED that City Council:
1. Reconsider its decision of October 26, 2022 respecting Curbside Waste Services Funding Policy, specifically the approved amendment respecting the affordability program.
2. Reverse the decision to provide the rebate to all low-income households and re-instate the original recommendation from Administration to provide the rebate to low-income households with seniors and/or persons with a disability.
3. Instruct the City Solicitor to incorporate this change into the required bylaw amendments to The Waste Management Bylaw, 2012, Bylaw No. 2012-63.
