The Committee adopted a resolution to concur in the recommendation contained in the report, after amending recommendation #1 as follows:


That Sean McEachern be nominated to the Regina Airport Authority Inc. Board of Directors (RAA Board) for a term of office effective May 1, 2018 to May 31, 2020.


Recommendation #3 does not require City Council approval.


Mayor Michael Fougere, Councillors:  Jason Mancinelli (Chairperson), Lori Bresciani, John Findura, Jerry Flegel, Bob Hawkins, Mike O’Donnell, Andrew Stevens and Barbara Young were present during consideration of this report by the Executive Committee.


The Executive Committee, at the PRIVATE session of its meeting held on April 18, 2018, considered the following report from the City Clerk:




1.      That one citizen be nominated to the Regina Airport Authority Inc. Board of Directors (RAA Board) for a term of office effective May 1, 2018 to May 31, 2020.


2.      That the members appointed to the Regina Airport Authority Inc. Board of Directors continue to hold office for the term indicated for each vacancy or until their successor is appointed.


3.      That this report be submitted to the April 30, 2018 City Council meeting for approval.




City Council has a total of six seats on the Regina Airport Authority (RAA) Board to which it makes appointment recommendations to the Regina Airport Authority Board.  The term for one incumbent is currently expiring and therefore City Council must put forward the name of one individual to fill the upcoming vacancy.




Pursuant to Section 4 of City Council’s Procedure Bylaw 9004, the process for filling vacancies on City boards, commissions and committees has been initiated.  The purpose of this report is to facilitate the appointment of one citizen representative to the RAA Board for the specified term. 


The RAA Board has a minimum of eleven and a maximum of thirteen members.  There are a number of different organizations and levels of government that nominate members to the Board.  The Government of Canada nominates two or three, the Government of Saskatchewan, the City of Moose Jaw and the Rural Municipality of Sherwood each nominate one. The RAA nominates a maximum of two members and the City of Regina nominates six.

Executive Committee is required to nominate individuals for City Council approval for the one position vacant at this time.  The following information is provided on activities that have been carried out in preparation for the appointments.


A.              Citizen Appointments:


Advertisements inviting interested citizens to apply for the vacant position on the RAA Board were placed in the Leader Post for two consecutive weekends beginning March 24, 2018.  The deadline for applications was noted as April 5, 2018.


The current City of Regina appointee was advised to complete the application on the City of Regina website if interested in re-applying for his position. He was reminded that he holds his Board position with the RAA until his successor is appointed.


B.              Process for Determining Appointments:


              Regina Airport Authority


City Council has the authority to nominate members to the RAA Board, provided they meet the qualification for membership outlined in section 3.2 of the Regina Airport Authority Inc. By-law No.1.  Individuals nominated may not be elected officials or employed by any level of government.


City Council is required to put forward the nomination of one individual at this time to be the City’s representative on the RAA Board.

Policy and/or Strategic Implications


The City Clerk reviewed current procedures for the citizen and organization representative committee appointment process.  To address City Council’s concerns the annual advertisement placed in the Leader Post and on the City website, highlighted diversity and gender representation on the Board.  This also ensures alignment with the social inclusion goal within Design Regina Official Community Plan, ensuring that Regina is socially inclusive and striving for social equality regardless of age, ethnicity, religion, income, sexual orientation, ability or family structure.


Serving on a board on behalf of City Council is both a privilege and means for the public representation on behalf of the community.  The time, effort and expertise members dedicate to committees is invaluable and contributes significantly to Council’s vision.

After City Council has finalized the nomination, the following communications will take place:


1.                   All applicants will be notified in writing of the outcome of their application.


2.                   A communication from the City Clerk will be provided to the RAA Board to advise them of one member who is selected to represent the City of Regina.




The recommendations contained in this report require City Council approval.
