ISSUE

 

On April 29, 2020, City Council approved the establishment of an Elected Officials Compensation Review Commission.  The three-member commission would be comprised of nominees from the following:

 

·         Johnson Shoyama Graduate School of Public Policy (chair);

·         Saskatchewan Federation of Labour; and

·         Regina & District Chamber of Commerce


IMPACTS

 

Financial Impacts

 

There is no direct cost arising from the establishment of the Commission.  No monetary compensation will be provided to commission members.  And as a consequence of the COVID-19 pandemic, research assistance is being provided in-house by staff in the Public Policy Branch and People & Organizational Culture Department.

 

Environmental Impacts

 

The Commission will conduct an environmental and jurisdictional scan to review economic conditions, cost of living, tax legislation and comparative compensation across similarly sized municipalities.

 

Strategic Impacts

 

City Council’s current compensation structure has remained unchanged since 2002 and a review will ensure that an appropriate comparison between like-size municipalities, and associated responsibilities, is undertaken.

 

There are no accessibility, risk/legal or policy impacts associated with this recommendation.

 

OTHER OPTIONS

 

City Council directed that the Commission be comprised of nominees from the respective organizations.  As the recommendation confirms the nominees put forward by each organization, the only option would be to reject the nominees and rescind the decision to establish the commission.

 

COMMUNICATIONS

 

Public notice respecting The Elected Official Compensation Review Commission Bylaw, 2020, Bylaw No. 2020-35 was provided on May 16, 2020.

 

DISCUSSION

 

In preparation for the establishment the Elected Official Compensation Review Commission and pending City Councils decision to approve the proposed Elected Official Compensation Review Commission Bylaw, 2020 Bylaw No. 2020-35 at its meeting to be held on May 27, 2020. Section 8 of the proposed Bylaw No. 2020-35 outlines the timing of appointments to the commission and when the Commission is required to report back on their review. Given this, the Office of the City Clerk reached out to the respective organizations, as outlined in section 5 of the proposed Bylaw No. 2020-35 to seek a nominee to represent their organization on the Commission and to ensure the membership is put into place in a timely manner to ensure compliance with Section 8 of the proposed Bylaw No. 2020-35.

 

DECISION HISTORY

 

The appointment of the Commission members flows from City Council’s approval of CR20-28 (Establishing an Elected Official Compensation Review Commission) of April 29, 2020.

 

The recommendations contained within this report require City Council approval.
