The Committee adopted a resolution to concur in the recommendation contained in the report.  After amending recommendation #1 as follows:

 

That Amber Smale be appointed to the Development Appeals Board for a term of office, effective May 1, 2018 to December 31, 2020.

 

Recommendation #3 does not require City Council approval.

 

Mayor Michael Fougere, Councillors:  Jason Mancinelli (Chairperson), Lori Bresciani, John Findura, Jerry Flegel, Bob Hawkins, Joel Murray (Teleconference), Mike O’Donnell, Andrew Stevens and Barbara Young were present during consideration of this report by the Executive Committee.

 

The Executive Committee, at the PRIVATE session of its meeting held on April 18, 2018, considered the following report from the Administration:

 

RECOMMENDATION

 

1.      That one individual be appointed to the Development Appeals Board for a term of office effective May 1, 2018 to December 31, 2020

 

2.      That the member appointed to the board continue to hold office for the term indicated or until their successor is appointed.

 

3.      That this report be submitted to the April 30, 2018 City Council meeting for approval.

 

CONCLUSION

 

City Council should appoint a citizen member to fill the vacancy on the Development Appeals Board.  The new member will be provided with an orientation by the Office of the City Clerk.

 

BACKGROUND

 

The purpose of this report is to facilitate the appointment of a citizen member to the Development Appeals Board.

 

Item CR17-136 “2018 Citizen & Organization Appointments to Committees” was considered by City Council on December 18, 2017. The report indicated that The Office of the City Clerk did not receive a sufficient amount of applications that could fill all the vacant positions for the Development Appeals Board. Given this, an advertisement would be placed in January of 2018 to fill the vacant position for a three-year term expiring December 31, 2020. As appointments are always contingent on the candidate remaining on the board until their successor is appointed, business is still being conducted.

 

DISCUSSION

 

The Development Appeals Board is a quasi-judicial board comprised of five citizen members appointed by City Council to hear and consider appeals to zoning regulations in accordance with the duties and powers of the The Planning and Development Act, 2007. Applicants should have experience in hearing appeals or in meetings that involve an adjudication process, as well as experience with writing decisions.  The terms of the citizen members are staggered, up to three-year appointments.

 

Executive Committee is required to nominate individuals for City Council consideration on the Development Appeals Board. The following information is provided on activities that have been carried out in preparation for the appointments.

 

The vacancy was re-advertised inviting citizens to apply for the position on the board and were placed in the Leader Post on January 19 & 27, 2018 and on the City of Regina website.  The deadline for applications was Monday, February 12, 2018.
