CONCLUSION

 

The recommendation to designate the subject area as Municipal Reserve land will align with the future use of the land and recognize its long term recreational use. The Planning and Development Act, 2007 requires a resolution of Council for such a designation.

 

BACKGROUND

 

In 2014, the Government of Saskatchewan expropriated land from the City of Regina (City) (formerly known as Pacers Park) for the Regina Bypass project. As a result, Administration sought other land to replace the Pacers Park property to relocate the diamonds and operations. After consideration of appropriate sized parcels within the city and near infrastructure to service the site, the City purchased the above noted properties. As development of the property is underway, these lands should be formally designated as Municipal Reserve in order to align with the future use of the land as a baseball park.

 

DISCUSSION

 

The lands are considered currently as urban holding.  As the intended purpose of the lands is for recreational purposes it is the recommendation of Administration to designate the lands as Municipal Reserve in order to protect the long term recreational interests of the land.  The Planning and Development Act, 2007 generally limits the uses of Municipal Reserve lands for public uses such as parks and recreational facilities.  The disposition of Municipal Reserve parcels is very prescriptive and requires a public process.  Therefore, dedicating these parcels as Municipal Reserve will help to ensure their long term use as recreational.  The Planning and Development Act, 2007 requires a resolution of Council to designate the lands as Municipal Reserve.

Policy and/or Strategic Implications

 

The designation of these lands as Municipal Reserve supports Design Regina: The Official Community Plan Bylaw 2013-48 (OCP) by providing access to recreational programs and services.

Section D7, Goal 2 of the OCP is to ensure access to a variety of recreation programs and services in all neighbourhoods. Further, 9.6.2 of the OCP says a “variety of recreation programs and services will be provided either directly by the City of indirectly through partnership with other organizations,” and 9.8 encourages the City to facilitate partnerships to enable recreational opportunities.
